[outages] Qwest problem?

Our gig-E to Indianapolis seems unaffected but couple T1s in northern
Indiana, Dublin, OH, Southern Indiana seems to be having reachability
problem.  Qwest circuits on the east coast and west coast seems
unaffected so far.
