[outages] Qwest problem?

All of our circuits have come back up.  Getting into the routers and
looking at the logs, the line protocol and physical interface actually
bounced couple times.  I haven't gotten any explanation from Qwest
other than it's a "higher level protocol issue" and the NOC engineers
were working on it.
