[outages] Major fiber cut - Cox Communication in Fairfax VA

My Cox Fairfax provided MetroEthernet circuits are still up and my
residential Cox cable modem service works as well.

I'm hearing that Cox digital telephone and certain television channels (WTTG
Fox 5) are affected.
