[outages] whois.apnic.net?

Anyone else seeing intermittent issues with whois.apnic.net?

I can get some queries to respond -- often with a minute or more
delay, but others return no response, such as:
     $ whois 122.195.134.142 at whois.apnic.net
which I have had hang for over 5 minutes before I killed it. I have
also tried that query from three different networks, all with the same
result.

Any ideas what is going on?
