[outages] Anyone else seeing BGP sessions over HE IPv6 tunnels go up and down?

causing havoc for other BGP sessions.

Anyone else seeing BGP sessions over HE IPv6 tunnels go up and down?  It's
been happening since 7:36 pm Central.  I open a ticket with the NOC via
e-mail, but since I've received no response I can only presume that they're
in the midst of working through the issue.
