[outages] XO Routing instability?

My Philly circuits appear to be coming back up.

I'm on the phone with Xo now. There systems are so jammed up, they  
can't even create my ticket - computer locks up, I've been on hold for  
30 minutes just waiting for the ticket number to be created so I can  
reference later for credit.
