[outages] Dayton OH fiber cut

[Josh Luthman]

Appears to have been cleared up as of 4:35 based on 0% packet loss to the
first hop that was previously unreachable - 65.25.137.165

Latest update is 4:31 says they're still working on it.  This effects Time
Warner Cable and Telecom.
