[outages] Possible Level(3) problem @ 11:30 AM MDT

Did anyone notice a wide spread internet problem around 11:30 today?  We had
a bunch of customers in Utah not able to access our servers in Atlanta.  We
also saw some of our ITSP gateways become unresponsive in the Dallas area.
