[outages] Reliance Communications - Philadelphia

Sorry I'm not on the outages list but I can confirm this is a Reliance Issue
- they claimed it was a broadcast storm and assured me that it was over
(Philly only).  Master Ticket number is 104793.  I work for FCCC in NE
Philly and we lost all of our Yipes/RelGlob hosted EPL circuits.
