[outages] Global Crossing JFK

Anyone traversing Global Crossing's JFK1.gblx.net interchange seeing any
packet loss, I'm getting losses from 6 different geographic areas (GA,
VT, CA, CO, TX, FL) all getting 6-11% packet loss when
hitting/traversing that area.
