[outages] NetFlix Outage

Not sure if it's related, but access to the website ipv6.netflix.com timed
out around 7:36, 7:41, and 8:02 pm, which is atypical.

There appears to be a login issue at Netflix.  Calls to their 1-866-579-7113
number only yields a recording that they are experiencing a higher than
normal call volume, try again later.  Widespread?
