[outages] XO/Level3 outage in DC area?

We had two outages over the last 30 minutes on XOs path between Las Vegas and Los Angeles (at least from the router names) .  Traces stopped at an IP of 216.156.1.73. Under normal routing the next hop is 216.156.0.145
