[outages] Qwest Boise

[Jason J. W. Williams]

The outage here Boise was caused by a core router failure in the Boise CO during maintenance, or so Qwest claims. I suspect the maintenance corrupted the routing tables from the behavior we saw (some parts of the Internet accessible, others not).
