[outages] Level 3 Fiber Cut in Chicago

My workplace also lost a long-haul circuit this morning (at 07:41 PDT),
via XO, who states that the issue is a fibre cut between St. Louis and
Chicago, or more specifically a "severely damaged fibre duct", and
currently has a ticket open with Level 3 on the matter.  Definitely
related.
