[outages] Intermittent Connectivity to Amazon S3 via Cogent at Qwest interconnect

It appears the there is a connectivity issue between Cogent and Qwest
causing intermittent connectivity to Amazon S3's East Coast endpoint
(appears to be dying in Arlington, VA). Can anyone else on Cogent confirm?
