[outages] RIM/L3 Issues?

It is reported to be a known issue for which Juniper issued a PSN 3
months ago.  If that's the case, you can't really blame Juniper when
they tell people "here's a bug, you should upgrade", and some don't heed
their advice (especially when you are paying for that advice).
