[outages] TWTC IPv6

I'm monitoring the v6 version of www.twtelecom.com (2001:4870:800d:fe1::11)
and saw it go down from 1:48 am (Central) to 4:25 am (Central), so
essentially the same time.

2001:4870::/32 re-appeared at 5:27AM and no other issues appeared to
persist.
