We've been through this with Level3 as well. They point to China Telcom as being the hold-up on increasing the capacity between the two.

First - I realize ICMP testing is not and end all be all, but seeing packet loss as well between two different carriers. Plan to potentially open tickets, but hoping for someone at Level3 to check a hop (below)?

Customer is dead in the water on a move, and at CHINA-TELEC.edge1.SanJose3.Level3.net<http://CHINA-TELEC.edge1.SanJose3.Level3.net> [4.71.114.102] seeing some latency double or more from an ATT path that routes through Sprint. Customer trying to move ipsec tunnel over (and change ISP's) and cannot due to double+ the latency routing over from Level3 vs. Sprint.
FYI - this issue has been the same for a week or more. Dont have any specific times, but customer calling me during the day EST to look at this and it's been the same every day...
