[outages] Cox -> nLayer connectivity issues

We have some customers in Wichita KS who are using Cox having issues connecting to our servers in San Jose CA. via Internap the tracert to us was timing out. They moved to their back up ISP and are ok for the moment. The issue seems more widespread then we initially believed
