Eric,

1. Circuits with which carrier?

2. Circuits used for data or voice?

3. When did the circuits go down (include timezone)?

4. What does "down" mean (e.g. LOS, LOF, logically down, or is
everything actually up just that data isn't flowing)?

5. Are you able to determine if your issue is truly as wide as an ILEC
or if it's specific to just your CLEC?  (They may be the same, but
naturally it depends)

It could still be a fiber cut even if it's CLEC-specific, but this gets
into a discussion about who owns what, how much of it they own, and what
ties in to what.  You know how this goes...
