[outages] Comcast - East Coast issues ?

Looks like we have connectivity again as of 14:08 CDT, although it looks
like Comcast/TATA peering is now shutdown in Chicago.

Traffic
is now routing through Ashburn, but with 15-20% packet loss.

Take the bad with the good, I guess.
