[outages] www.justice.gov down on ipv6?

It looks like www.justice.gov is down on IPv6.

This is likely causing some heart burn for dual stack network that
don't have happy eyeballs

If you know someone at DOJ, you may want to give them a heads up to
fix it (pull the AAAA DNS record until the servers are ready)
