[outages] Google DNS intermittent today?

Please provide a traceroute along with any claims of outages, especially of
anycasted services.

Also, it would help to clarify whether you're referring to Google Public
DNS (8.8.4.4. and 8.8.8.8) or to ns[1-4].google.com.
