[outages] Multiple nsf.gov sites

It appears that www.nsf.gov and various sites ( at least one other *.nsf.gov such as www.fastlane.nsf.gov which resolve to different v4 addresses than www.nsf.gov) are down in various failure modes.

www.nsf.gov closes the connection post-request with no response

https://www.fastlane.nsf.gov response with 502 Bad Gateway


This has been ongoing for at least 1-2 hours
