[outages] Problems reaching Twitter from Uverse SF Bay Area

And my reason for posting is that if is a Level3 peering issue with Twitter, the problem may be more widespread than just Uverse customers in the SF Bay Area.  Other destinations reached via Level3 from Uverse seem to be ok.
