[outages] Metro & North Atlanta (AT&T Metro-Ethernet Outage)

Every AT&T rep I've ever dealt with on their Metro E offering says that AT&T
does not guarantee any kind of redundancy in their Metro E network.  That's
probably there to protect their more expensive offerings like SONET, etc.
