When I was in Amazon network engineering we called that the "Gone Fishing"
page. Basic static server for when the DB takes a crap.  Of course that was
back in 2000 when Gone Fishing was a single 600MHz Pent 3 box running BSD
and Apache.  I'm sure it's a bit more complex setup now ;)
