[outages] OpenDNS not working through Time Warner Cable

It _is_ working for us in Milwaukee, WI on Time Warner Cable. OpenDNS is
anycast so I haven't dug that deep into it but it's working for us.
FYI: traceroute with ICMP ping only works with OpenDNS, thus the -I option.
