[outages] Level3 - 111 8th Ave, NYC

At approx. 1:57pm EST we lost both our peering sessions with Level3. At
2:00pm EST we lost physical connectivity to them.

Just got off the phone with them and they confirmed the router we peer with
is hard-down .

Anyone else affected by this? Our ticket # is 6336015..
