[outages] Windstream/Paetec Fiber cut in Springfield IL area

We are still seeing sporadic outages in Peoria, IL.  Just got off the phone with support.  They are stating it is a major fiber cut and still not giving an ETTR.

The "good" news is it they must have a backup/protect ring as I have been able to ping our device but with 300+ms ping times and 50% or more packet loss but bad enough its more or less down.

Latest update:

Information Update:   This is Windstream emailing the latest status of this fiber cut.  The splice crew has arrived onsite and will begin splicing shortly.  There is still no ETA at this time.  We will provide further updates as they become available.

This went down around 2:45pm Central time today.  Definitely affecting various sites in Illinois.
