[outages] Bay Area packet loss at Comcast (gblx.net, he.net)

I get packetloss on te-1-12-0-0-ar01.sfsutro.ca.sfba.comcast.net to my
linode @ fmt at weekends and at nights, looks more like just too much
load rather than an outage
