[outages] Charter <-> Cogent issues @ Chicago?

I know we're experiencing major Charter issues in Northern Wisconsin.  I
don't have any specific ticket numbers to reference, but we're seeing
clients in northern and central Wisconsin have rolling outages.

Still wish @Charter existed for their tech support on Twitter...
