Well, my sister is on Mindspring/Earthlink rather than Road Runner, 
but she's one hop past ten0-0-0-4.tamp09-ser2.bhn.net, and tracing to her
modem from my VPS in Texas, I bet 0.0% loss and no appreciable jump in
28ish ms times, so, "can you provide some more detail"? :-)
