[outages] Comcast Outage in DesPlaines, IL Area

Looks like a Comcast Interconnect issue.  Out of Chicago, seeing Outages 
to a Comcast circuit in Atlantic City via Telia (at a Chicago handoff), 
but Fine to Dekalb, Il, via Global crossing, and Northern Indiana via 
savvis.
