[outages] Fwd: FYI StartCom / StartSSL Down [AR]

A list sub was an employee who left Qwest, and they set his address to
bounce, using a bouncer that didn't say who he was.  All posters to the
list got that direct bounce, so we were trying to clean it up, and now
we have.
