[outages] SIP problems in So Cal

Bandwidth fell apart at 22:05 UTC, we are not seeing that it is specific to SoCal.  My graphs show recovery at 23:10 to 23:20 UTC (10 minutes ago).

Initial:
Bandwidth is currently reporting issues with ability to complete termination traffic. Bandwidth Engineering is currently investigating.

You can open a ticket by any of the following methods:
1. Send an email to the following address: (carrieroutage at bandwidth.com<mailto:carrieroutage at bandwidth.com>), and a ticket will automatically be opened to us. This is the preferred method to open a ticket during an outage.
2. You can call us at (855-864-7776<tel:855-864-7776> opt 2) to open a ticket.
