[outages] Bell Canada Ethernet Outage?

Thanks for confirming JF, all of our OSPF adjacencies just came back up.
We are looking for an RFO from Bell.  It looks like the outage (atleast,
for us) lasted from 08:08 to 11:44 EDT.
