[outages] Equinix Newark

As a customer with working equipment there, the Equinix DA3 power is up;
only their chillers are being "manually" controlled.

If there are power issues for other occupants in the Infomart building,
it's not the DA3 or any Equinix power, but that of Infomart facility itself.
