[outages] DB error on Outages wiki...

We have successfully added storage to the server to avoid filling of the 
disk space. We have cleaned the spam that was causing the issue and have 
taken a new snapshot of the databases to lock it down from spam.

I will circle back with another update when the entire cleanup up is 
complete.
