[outages] WebEx Down

Their DNS is broken - www.webex.com and other hosts in that domain are not
resolving for me.

Webex'es in progress appear to still be working, but with severe
performance problems for about the past ~15-20 minutes.

$ nslookup www.webex.com 8.8.8.8
Server:         8.8.8.8
Address:        8.8.8.8#53

** server can't find www.webex.com: NXDOMAIN
