[outages] Fargo, ND CenturyLink Issues

Seeing all sorts of problems here going from CenturyLink, Level3 and Cogent 
- to and from each. As well,

http://www.internetpulse.net/Main.aspx?Metric=TCP

shows multiple points and providers with problems.
