[outages] Connectivity issue to BVI?

Our email server is reporting it can't send email to several domains that
reside on 208.91.197.241.  That IP address is associated with
208.91.196.0/23, which is Confluence Networks, which appears to be based in
the BVI.

A traceroute shows it stopping in Houston with Cogent.

Is there an issue with connectivity to the BVI?
