[outages] Northern VA fiber outage

Looks like drilling damage to some fiber.

"Third Party Construction Bi-Directional drilling impacted our cable.
Construction crews are 30 minutes out. Zayo
OSP PM are on site at this time."

Nothing to do but wait for the repairs.
