[outages] delays on the interweb?

The Internet as a whole has been fine for me. A few things that might help
others identify with you:

- General geographic location (DNS trickery--see Geographic DNS Routing)
- Your ISP
- The nature of your issue (are DNS queries slow, is the problem latency,
loss, etc)
- IPv4 or IPv6
- Residential or Business service
