[outages] Issues with HE in Europe

Hurricane Electric is having problems in Europe which is affecting traffic
to parts of Europe and Asia. Their response to us was:

One of our carriers is experiencing an equipment issue which is cause
traffic to take sub
optimal routes. We are making adjustments to compensate.
