[outages] Comcast Atlanta

Our Atlanta office near Windy Hill & 285 went down around 15:15 and i
talked to a couple friends in the Kennesaw/Woodstock area (a little north
of Atlanta) and theirs went out around the same time. The modem(s) are
offline so its not just IP I presume.
