[outages] Level3 outage in Dallas?

Yeah, we got a few circuits in the area that went down. Latest from Level3
we got was:

"*** CASCADED EXTERNAL NOTES 14-Aug-2015 19:30:08 GMT From CASE: XXXXXXX -
Event The Transport NOC reported that protected traffic is also impacted
due to this fault. The Outside Plant team is in the vicinity, driving the
route in an attempt to locate the physical damage. Following physical
location of the damage, evaluations will take place to strategize a plan of
repair. An estimated restoration time is not available at the moment."

So much for redundant protected paths ;)
