[outages] IntelePeer outage ?

I would be interested in seeing the RFO.  We are not knowingly affiliated
with Intelepeer at all, but had a rash of 480 errors for a short time.
Customers reported "scratchy noise" and error messages with numbers in
various cities nationally.
