[outages] XO outage

Hey guys, here is an update i received
the fiber cut is still being worked on with XO,
our DID's we have with peerless is working correctly
the issue was most likely from verizon going into peerless over that fiber?
and once Verizon re-routed now everything is working from verizon
during that Verizon issue, ATT and T-Mobile still worked which leads to
believe it was verizon's end that needed rerouting

peerless does have any issues on their end
