[outages] Time Warner outage

[Mr. NPP]

I think there are multiple issues that are ongoing, TimeWarner consumer
cable internet seems to be down across the country, this is what i'm
referring to. This might be the cause of other issues, but i don't know the
answer to that. It seems like a bad week for the internet in the US.
